Case Kontula Mall – a Sitra Lab project

Participation in the planning of one’s own living environment has long been a fundamental right of citizens under Finnish law. In practice, participation requires a wide range of skills, which many people do not have. For example, a fluent Finnish language, the ability to familiarise oneself with often complex planning information and a wide range of digital skills are required. Influencing planning also requires long-term thinking and an understanding of bureaucratic planning processes. At the same time, Finland is ageing and becoming more multilingual. The needs of those whose modes of expression or language skills differ from current requirements are not being met by planners. We explore this inclusion gap and solutions to it through the Kontula Mall development process.
